Start with the right scope

Does your product need a TISI licence?

The first question is whether a mandatory Thai industrial standard covers your product and proposed activity.

Mandatory standards

Products within a compulsory standard’s scope require the applicable manufacturing or import authorisation. Check the specifications and effective date before committing to production or shipping.

Voluntary standards

A product outside a mandatory scope does not automatically need the same import licence. Voluntary certification and other product requirements should be considered separately.

Factory records and import licences serve different purposes. An assessment completed for your supplier, or a licence issued to another importer, does not automatically cover imports by your company.
Who we support

Match the application to your role

The responsibilities of a manufacturer, importer and reseller are different.

Thai manufacturers

Assess the licensing requirements before starting production of goods subject to a mandatory standard. Voluntary marking has a separate application basis.

Importers and brand owners

Confirm the importing entity and the product, factory and model coverage. Another importer’s licence is not automatically available for your company to use.

Retailers and online sellers

Check the source, compliance records and required marking of the goods you sell. If you also import, review the importer obligations separately.

Samples and special-purpose imports

Testing samples, non-sale use and re-export require a route-specific review. Confirm any permission or notification before dispatch.

Product assessment

Common products to check before importing

These examples are an assessment starting point, not a definitive list of controlled products. Scope depends on the model, specifications and applicable standard.

01

Household electrical appliances

Rice cookers, fans, refrigerators, air conditioners, irons and hair dryers. The relevant model and standard scope must be checked.

02

Power accessories

Power strips, power banks, cables and related electrical accessories. Review the technical specifications before ordering.

03

Helmets and vehicle components

Motorcycle helmets, tyres, vehicle safety glass and seat belts. Product design and intended use affect the assessment.

04

Steel and building materials

Structural steel and other construction materials. Match the product’s grade, dimensions and use to the applicable requirements.

05

New and revised standards

Check both the current scope and effective date when planning a future shipment or product launch.

06

Not sure where your product fits?

Send the product name, photos and specification sheet. We will assess the applicable route before recommending application work.

Retail & e-commerce

Prepare compliance evidence before your first listing

Marketplace document checks can affect your launch as well as Customs clearance.

Before advertising or listing controlled products, confirm the importer or manufacturer, required approvals, product marking and the records your platform requests. If you import the goods yourself, assess your own authorisation requirements.

We review your planned sales channel alongside the product file so the application and launch plan use the same product and applicant details.

The application process

From product review to licence submission

We organise the agreed work around your product, factory and applicant. The detailed sequence and evidence depend on the applicable route.

  1. Check the product and standard

Review the product’s specifications, intended use, model range and applicable standard. Confirm whether mandatory licensing or another route applies.

  2. Prepare the applicant and factory file

Coordinate company and factory documentation and the relevant e-License registration steps, including overseas manufacturing information.

  3. Coordinate factory assessment

Prepare the quality-control file and liaise with the factory and the relevant inspection body on the agreed assessment requirements.

  4. Arrange product testing

Confirm samples and the laboratory route accepted for the application. Coordinate submission, progress tracking and responses to findings.

  5. Submit and prepare for compliance

Compile the application and supporting reports, coordinate responses and explain the approved scope and marking requirements following a successful decision.

The schedule depends on document readiness, factory assessment, laboratory availability and responses to findings. We provide an indicative plan after reviewing the file.

Frequently asked questions

Questions importers ask

Direct answers before preparing your application.

My supplier already has TISI. Is that enough?

A supplier’s factory assessment or a licence held by a different importer does not automatically authorise your company’s imports. For mandatory-standard imports for sale, the licence is issued to the importer. We review the applicant, factory, product and existing records before confirming the application route.

What is TISI certification?

TISI is the Thai Industrial Standards Institute under the Ministry of Industry. It administers Thai industrial standards and licensing. Whether a licence is required depends on the product, the applicable standard and the proposed manufacturing or import activity.

Do all products need a TISI licence?

No. Mandatory requirements apply to products within the scope of compulsory standards. We assess the specifications and intended use against the relevant scope and effective date, rather than relying on a general product category alone.

Do retailers and online sellers need their own licence?

A retailer reselling goods is in a different position from a business that imports or manufactures them. If you are also the importer, your own import authorisation may be required. Sellers should verify the goods’ compliance, marking and traceability and check the documentation requested by their marketplace.

Can a factory outside Thailand be assessed?

Yes. The import application process includes assessment of the manufacturing factory, including overseas factories. The applicable requirements and any existing TISI factory registration or accepted conformity records must be checked for the specific application.

Will ISO 9001 or an overseas test report replace the assessment?

Do not assume so. Acceptance depends on the specific standard and TISI’s requirements. Send the certificates and reports you hold so we can assess their relevance and identify any further testing or factory assessment needed.

How long does a TISI licence take, and what does it cost?

Timing and costs depend on the standard, product models, technical file, factory readiness, inspection arrangements, laboratory availability and any corrective work. We provide a case-specific scope and indicative schedule after reviewing your product and factory details. Approval is determined by TISI.

What if the goods are samples, not for sale or intended for re-export?

Special-purpose imports can follow different requirements. Their eligibility, documentation and any notification or permission should be confirmed before shipment. A non-sale or re-export purpose does not by itself establish an exemption.

Do I also need FDA or NBTC approval?

Some products need a separate regulatory review in addition to TISI. We can coordinate a wider assessment based on the product’s function, claims and intended use, including whether FDA or NBTC requirements should be investigated.

Can you assist if I do not yet have a Thai company?

We can discuss Thai company setup or assess whether an agreed Importer of Record arrangement is suitable. The importer, licence holder, product coverage and commercial responsibilities must be established before accepting the project. An importer arrangement does not remove product approval requirements.
