Bullets physically fly out of their weapons and always hit something - whether it's an enemy, an environmental element, or an allied unit - without evaporating, as in the aforementioned XCOM series. Moreover, calculations are performed for each projectile separately, so some of the bullets may not hit, and the rest of the projectiles will reach the target.
